The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.
This is an interdisciplinary position and may be filled in any of the job series/position titles listed. The purpose of the position is to serve as primary assistant in the planning, programming, and execution of a complex recreation operation, including active and challenging visitor interpretive program, wilderness, and back-country programs. Incumbent will supervise a staff that performs duties in related activity program areas.
USCITIZEN SSR PROBATION US Citizenship is required. Selective Service Registration is required for males born after 12/31/1959. A 1-year probationary period is required.
Develops the annual program of work determining budgeting, administrative and staffing needs. Prepares long range planning and project work plans, coordinating project work with other personnel. Coordinates functional and project plans with other work plans to ensure targets are accomplished, and makes needed revisions as changing conditions dictate. Coordinates activities between units and among other specialists (engineers, wildlife biologists, etc.) to ensure consistency in program emphasis, development, and use between unit resources.
Provides professional advice and support in the planning, designing, development, implementation, and evaluation of program/project activities. Assures all program management activities remain responsive to identified customer needs.
Provides and prepares oral and written communication for line officers to review, approve and sign. Writes, edits, and prepares news releases and programs for press, radio, and television concerning day-to-day, non-controversial unit management activities. Develops and maintains an effective working relationship with local media representatives in the unit's zone of influence.
Serves as the unit partnership coordinator, developing relationships with community, user groups, and other agencies. Seeks to build partnerships, both formal and informal. Provides advice, counsels, and assists staff across the Forest regarding partnership development (partner cultivation, relationship building, and identifying mutual benefits) and implementation (agreement development, monitoring and reporting). Develops complex, politically sensitive or programmatic partnership efforts with non-governmental organizations, other government agencies, community organizations, and/or other local or regional stakeholders.
Develops and maintains effective external cooperative relationships with government agencies, non-governmental organizations, conservation groups, private foundations and others interested in partnering with the Forest Service. Coordinates the volunteer and service program, which includes communications with districts, process and policy development, and reporting oversight.
Ensures Visitor Information Services, including front desk reception and phone reception, meet customer service standards. Ensures staff is trained in resolving customer complaints. Implements customer satisfaction monitoring techniques to ensure customer expectations are in line with service deliveries. Responsible for financial integrity for front desk collections. Ensures front desk employees are trained and fully accountable for financial transactions for permits, sales, etc.
Provides expertise and advice in the administration of special use programs and projects. Reviews proposals for permitting proposed facilities or activities and recommends action. Ensures that actions are taken in accordance with approved plans.
Reviews and synthesizes complex permit applications, and background data to prepare and issue draft/final/modified permits, fact sheets, and public notices. Determines permit requirements necessary to protect resources such as air, water, and land quality. Develops technical progress reports of findings when needed and makes presentations of the information when needed. Inspects projects for compliance with approved permits and plans.
Responsible for environmental analysis reviews, reports, evaluation and preparing environmental impact statements. Assures goals and objectives are being met in the approved resource land management plan. Participates on interdisciplinary teams for considering all alternatives in the resource project description and design. Provides input for the unit interdisciplinary planning teams. Analyzes and determines the effects of management activities on natural resources and prepares environmental assessments to document findings. Reviews environmental analysis reports to determine adequacy of coordination of natural resources needs.
Supervisory duties at least 25% of the time
Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work. Establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the developmental and training needs of employees. Hears and resolves employee complaints, effects minor disciplinary measures, and recommends action in more serious cases. Performs administrative and human resources management functions for the unit; provides advice, counsel or instruction on both administrative and work matters; and assures full compliance with safety regulations.

Qualification requirements for the 0101 Social Sciences Series:
Bachelor's Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Qualification requirements for the 0401 Biological Sciences Series:
Bachelor's Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.

Makes field reconnaissance and provides programmatic or project expertise and advice as requested on various types of recreation programs, which may include volunteers, partnerships, wilderness, trails, backcountry, historic sites, and maintenance of existing developed sites, and interpretive services.
Strategizes and develops proposed recreation area management activities and coordinates and/or implements these approved management activities.
Analyzes and determines the effects of management activities on natural resources and/or human uses and documents findings.
Reviews environmental analysis reports to ensure adequacy of coordination of natural resources and recreation needs. Responsible in part or in full for environmental analysis reviews, reports, and evaluation.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
